Paper/cardboard powder in dragon's well tea?

Hi! I bought a large quantity of dragon’s well tea in Meijiawu, near Hangzhou, at a teahouse that a tour guide took our group to. (Maybe not the best move, since of course it was a money-making opp for tour groups like ours, but I liked the tea.)
When I got home, I noticed that there were (what look like) little pieces of paper or cardboard here and there in the tea. They are kind of like flattened little balls, about the size of a very small pea, as though someone took a little chunk of thick cardboard and polished it into a little ball. I also started to notice that some of the leaves seem to have a cardboard-like powder adhered to them, almost as though the tea leaves had had a cardboard-like paste painted over them or something. It doesn’t seem like these were added to add extra weight to the tea, because they are very light. Does anyone have any idea what this could be? I’m hesitant to drink the tea now because I wonder if this is something toxic.

Sounds like little fur balls from the hairs of the tea, it’s actually quite normal for Dragonwell and certain other types of tea.
