Where to purchase small quantities of custom natural flavor?

Where does a small business order small quantities of custom natural flavor at 1kg per flavor? All the flavor companies I’ve contacted require a minimum order quantity of at least 10kg per flavor, which is far too much for me at this stage. Any suggestions welcome, thanks.
