Blooming tea won't bloom. :-(

So I need some help.

I bought a blooming tea set from World Market today. (First time with this kind of tea!) It came with a glass teapot and 5 different kinds of Numi tea. I don’t know much, but I do know that the ball should sink and fully bloom. It did neither. I used boiling water and poured it directly over the tea ball. Did I do something wrong? My only conclusion is that the tea is old and had been sitting in World Market for awhile.
